where is the tutorial that lets someone turn videos they have into a video for the sims to watch?I remember seeing it on Modthesims2

It's fairly straightforward. Get the video into .avi format somehow, and then put it into one of the subfolders under My Documents\EA Games\The Sims 2\Movies\Broadcast\.

You have choices of which channel to put in in: TvChildren, TvFood, TvMusic, TvSBN, TvSports, or TvWorkout.
