2 questions.....
1) SimPE question: Does anyone know how to identify the homeless prospective tenants and the Sims who give out the hobby awards (and are present on the hobby lots when you go there)?
2) Does anyone know an easy way to give these Sims cell phones, other than having a Sim with simoleans to burn buy some and pass them out?

Have you tried making them selectable with Insim and then giving them phones with the Insim gnome object?

InSim hasn't been updated for AL yet.
But you can do the same thing with SimBlender and College Adjuster! You can also do the same thing by turning on testingcheats and shift clicking the person you want to give the cell phones to. I also got a list of the family codes so I can make a list of the people in the Hobbyist and prospective tenant families and jam cell phones in all their little electronic hands... I had a very productive morning....

SimPe Neighborhood view!
SimPe under family information. scroll through them, you will find 2 or three wilth like 20 to 30 members. Those are the npc homes. on the right side there is a box you can check that says has Phone. hit commit and save. now they have a phone! |

Already tried that. No dice, apparently because when they move in and out of apartments, the box gets unchecked.
I have used the family codes I got from Simbology to make a list of all the Hobbyists and prospective tenants, so I can jam a cell phone at them when they show up. I also discovered you can sometimes fix a crashing game by deleting the NeighborhoodManager.package file.

BoilingOil discovered this is caused by a bug in JMP's phonehack; you can get a fix at Simbology!
