Well, it's kind of adjustable, sort of.

This mod increases the default (15%) to 25%, 50% or 75% chance for the grand vampire to appear on downtown lots.
EP2 is required to use this mod. (Works fine for me in Seasons)
Only install
one version (per session).

Getting a whole freaking crowd requires a different hack, like maybe a teleporter.
