The magical lady in the picture is the legendary Sheba.
Her detractors often refer to Her as "that uppercased blonde bimbo."
Her friends usually just call Her "mom."

Amusement: In the picture, it looks like Sheba is working the magic to make those symbols appear. (Clockwise from the bottom, they are Earth, Fire, Air, and Water.) What's actually happening in that scene is that She was annoyed when Her son Barry made those things pop up over Her plate at the dinner table, and She's in the process of snuffing Barry's magic.
